This system should be using mystery gift. Maybe they can do some counter on mystery gift distribution.

But according to various source, the shiny mega gengar oversea distribution is via mystery gift codes.
So I am guessing it is distributed via codes or else why they put limited to 3000?
I think they might have gotten leftover codes from US/UK...
Can't find any more details regarding the distribution on the official site...
