Hello & welcome to the forum!
The New 3DS has 2 models, New 3DS & New 3DSLL(XL) New 3DS have smaller screen compared to XL ver but allows custom covers New 3DSLL have bigger screen but doesn't allow custom covers The price difference between the 2 models is only around 30SGD. The MH4G Special bundle comes with the game & NEW 3DSLL. Since you are going to play MH I would recommend you to get the limited edition set.
Yes the online features such as the eshop & online multiplayer can be used in Singapore. Local credit card can be used in the eShop too!
I was also in a dilema at 1st, I was thinking of buying the smaller but more portable New 3DS that allows custom pugee covers but eventually I decided to buy the MH4G Limited Edition set instead because it is better to play MH on bigger screen!

Nice, i guess the MH4G set is the way to go. May i know if there are any instructions to sign up for a jap account? BTW, is dragon quest X playable in Singapore?

Unfortunately many Japan MMORPG such as dragon quest X & Monster Hunter Frontier are IP locked so the only way to play them is to buy a JP vpn.
